Bargaining Discussion – Oct.17, 2014
The first of a series of discussions on Bargaining took place on Friday, October 17, with Chief Negotiator Richard Pickard introducing the current bargaining procedures, principles and context, and some elements of each side’s initial proposals.
He noted that the two sides appear to be coming from different starting points, as the FA relies on the current Framework Agreement as a starting point, since it grew out of many years of past negotiations, while the Administration is starting from the University Act and other statutory requirements, and has an interest in using policy at times rather than collective bargaining. The FA proposed a 2 year contract, and Administration a 5 year contract.
Richard also reviewed key points form each side regarding governance, evaluation (CPI/Merit), salary and benefits, and negotiation processes (arbitration/strike). The formal presentation took about 25 minutes, which left much time for questions and discussion.
